Townsville City Council Water Supply serves over 200,000 residents in Kirwan, Queensland, Australia. The primary source is surface water from the Ross River Dam, a 240 gigaliter reservoir on the Ross River. This is supplemented by groundwater from the Burdekin River Alluvial Aquifer and other local bores. Water treatment occurs at the Ross Dam Water Treatment Plant and Douglas WTP, utilizing coagulation, flocculation, sedimentation, filtration, and disinfection processes before distribution through extensive pipeline networks. The system also supplies Aitkenvale and Mount Louisa.

The Ross River watershed spans 1,800 square kilometers, featuring geology dominated by acid granites, schists, and gneisses from ancient Australian Shield formations. Limited limestone in the catchment results in naturally soft surface water from the reservoir, which is low in dissolved solids. Groundwater sourced from sandy-clay alluvial aquifers introduces minor minerals from weathered basalt and fluvial sediments. This creates a blended supply that is generally soft, though mineral content can increase depending on blending ratios and seasonal aquifer drawdowns.

Kirwan's soft water classification means minimal limescale buildup in pipes, kettles, and appliances, reducing maintenance needs. Hot water systems, dishwashers, and washing machines experience little scaling, and soap performs efficiently without excessive suds. A water softener isn't typically recommended. Instead, homeowners can focus on regular descaling of showerheads and taps, particularly if groundwater blending increases temporary hardness. The soft water preserves detergent performance and extends fixture lifespan without the need for chemical treatments.
